SPECIAL COUNCIL MEETING
December 5, 2008

A meeting of the Flagstaff City
Council was held on Friday, December 5, 2008 convening at 12:00 noon p.m., in
the Flagstaff Aquaplex at the corner of Butler and Fourth Streets, Flagstaff, Arizona.
|
|
The following Councilmembers were
present:

In discussion with the State and League of Cities and
Towns Representatives, the following legislative issues were identified as
priorities the January legislative session:

(1)
|
Funding for the Arizona Water Supply Development Revolving
fund, which was created but not funded.
|
|
|
(2)
|
Keeping state-shared revenues whole so that cities and
towns--the economic engines of the state--may stay whole.
|
|
|
(3)
|
Balancing the State budget as early as possible so Cities
have sufficient time to plan accordingly rather than after budgets are
developed.
|
|
|
(4)
|
Preserving the HURF allocation.
|
|
|
(5)
|
Including cities in budget negotiations through
conversations with state delegates and working with city representatives who
are available to assist Legislators by traveling to Phoenix to testify on issues
that may come up.
|
|
In addition, the lawsuit filed by the League of Arizona
Cities and Towns regarding the state legislative tax bill imposed on cities
was discussed.
|
|
The public was invited to participate in the discussions
between 1:30 pm and 2:00 pm.
|
|
|

Julie Pastrick, Flagstaff Chamber of Commerce, identified
the importance of education and capital projects to stimulate the economy.
|
|
|
|

|
Bruce Nordstrom of Nordstrom and Associates, P.C.
emphasized the value of certain economic issues and the importance of the
Science Foundation of Arizona, higher education, and light pollution.
|
|
|
|
·
|
Dr. Leah Bornstein, President, Coconino Community College, noted the need for higher education and more funding at a time when funding
is declining, as well as the corresponding implication to the college, which
is the lowest funded college in the State.
|
|
|
Further vital issues of concern to Flagstaff and northern Arizona were pointed out: the economy, education, and the environment.
|

Each legislative delegate was
presented with tokens of appreciation and the meeting was adjourned the
meeting at 2:00 p.m.
