SPECIAL COUNCIL MEETING

 

March 2, 2009

5:00 p.m.

 

A special meeting of the Flagstaff City Council was held on Monday convening at 5:02 p.m., in the Council Chambers at City Hall, 211 West Aspen Avenue, Flagstaff, Arizona.

 

CALL TO ORDER

 

The meeting was called to order by Mayor Presler.

 

1.      PLEDGE OF ALLEGIANCE, READING OF THE MISSION STATEMENT, AND INVOCATION

 

Mayor Presler asked those present to stand for the Pledge of Allegiance, the reading of the Mission Statement, and the Invocation.

 

2.      ROLL CALL

 

On roll call, the following were present:

Consideration of Diversity Awareness Commission Report:  Equality Arizona GLBT inclusive ordinance.]

 

 

RECOMMENDED ACTION

Review the report, conclusion, and options, and provide direction for next steps.

Shannon Anderson, Human Resources Director, described the history of the efforts to forward local legislation on inclusivity as well as the public process involved in the effort.

Mayor Presler read Resolution No. 2009-12 in its entirety into the record as follows:

 

 

Resolution No. 2009-12

 

 

 

A resolution of the Mayor and City Council of the City of Flagstaff, Arizona, regarding opportunities in employment, education, housing and public accommodation on the basis of race, color, creed, religion, national origin, ancestry, disability, marital status, sex, gender identity or expression, sexual orientation, veteran?s status, age, familial status,  and physical characteristics

 

 

 

WHEREAS, the City of Flagstaff has through ordinance, local policy and practice consistently shown its commitment to fair and equitable treatment of all persons regardless of their race, color, creed, religion, national origin, ancestry, disability, marital status, sex, gender identity or expression, sexual orientation, veteran?s status, age, familial status, and physical characteristics; and

 

WHEREAS, the City of Flagstaff supports the proposition that all persons are entitled to an equal opportunity for and in education, employment, public accommodations and acquisition of real property through purchase or rental; and

 

WHEREAS, the City of Flagstaff seeks to promote every citizen?s enjoyment of their civil rights and strives to advance mutual understanding, respect and the full inclusion of all who live and work within the City;  

 

SECTION 1.   That the City Council affirms its commitment to the goal of full inclusion of all citizens in all aspects of community life, including the areas of employment, education, housing and public accommodation, as expressed in Resolution No. 2006-62.

 

SECTION 2.   That the City Manager is hereby directed to examine current City procedures and to develop and implement internal policies which further the goals of this Resolution.

 

 

Mayor Presler moved to approve Resolution No. 2009-12 as read into the record with an amendment to include groups based on veterans? status, age, and familial status in the first ?whereas? clause.  The motion was seconded by Councilmember Brewster and passed on majority vote with Councilmember Haughey opposed.

 

Mayor Presler asked that signage regarding Flagstaff?s inclusive community status be placed at City Hall and in other appropriate locations.

 

Councilmember Evans requested that Golden Rule City signs be placed around the community.

Adjournment of Special Council Meeting.
