SUMMARIZED MINUTES

SPECIAL FLOODPLAIN BOARD MEETING

 

July 28, 2009

5:30 p.m.

 

A Special Meeting of the Flagstaff Floodplain Board was held on July 28, 2009, convening at 5:46 p.m., in the Council Chambers at City Hall, 211 West Aspen Avenue, Flagstaff, Arizona.

 

CALL TO ORDER

 

The Meeting was called to order by Mayor Presler.

 

2.      ROLL CALL

 

On roll call, the following were present:

Vice-Mayor White

Councilmember Brewster

Councilmember Evans

Councilmember Haughey

Councilmember Overton

Councilmember Swanson

City Attorney, Patricia Boomsma

Consideration of Public Hearing:  Extension of variance from Ordinance No. 2001-06, “Floodplain Management Regulations”, at 216 W. Phoenix Avenue, Flagstaff.

 

 

RECOMMENDED ACTION:

Open the public hearing.

Receive citizen input.

Close the public hearing.

 

The Water Commission recommends granting an extension of the variance to Flagstaff Shelter Services with a termination of overnight stays on September 23, 2011; and waiving the $300 processing fee.

 

 

Vice Mayor White moved to open the public hearing.  The motion was seconded by Councilmember Overton and passed on unanimous vote.

 

 

Malcolm Alter, Stormwater Manager, explained that the Water Commission is recommending approval of the extension of the variance through September 23, 2011, and to waive the $300 processing fee.  Additionally, the Federal Emergency Management Agency (FEMA) requires a “date certain” expiration date, and that the flood evacuation plan remain in full force until expiration.

 

Wendy White, Flagstaff Shelter Services, spoke of the shelter’s successes to date, the low number of complaints they have received, and the collaborative working relationship that has been established with the Flagstaff Police Department.  The variance will allow for overnight services year round.

 

If Council chooses to extend the variance, that action does not include the renewal of the lease agreement.  The lease renewal is anticipated to come before the Council in approximately six weeks.

 

Councilmember Haughey moved to close the public hearing.  The motion was seconded by Vice Mayor White and passed on unanimous vote.

 

Vice Mayor White moved to grant the variance through September 23, 2011, to waive the $300 processing fee, and to agree to FEMA’s conditions.  The motion was seconded by Councilmember Brewster and passed on unanimous vote.

 

13.    ADJOURNMENT

 

There being no further business to come before the Board, the Special Floodplain Board Meeting was adjourned at 6:00 p.m.
