SPECIAL COUNCIL MEETING

 

June 19, 2007

6:00 p.m.

 

A Meeting of the Flagstaff City Council was held on June 19, 2007 convening at 6:00 p.m., in the Council Chambers at City Hall, 211 West Aspen Avenue, Flagstaff, Arizona.

 

CALL TO ORDER

 

The Meeting was called to order by Mayor Donaldson.

 

2.      ROLL CALL

 

On roll call, the following were present:

Consideration of Public Hearing:  Truth in Taxation, proposed Fiscal Year 2007/2008 budget, and property tax levy.

 

 

RECOMMENDED ACTION:

Open the public hearing.

Receive citizen input.

Close the public hearing.

 

Councilmember Haughey moved to open the public hearing, seconded by Vice-Mayor Overton.  The motion passed on unanimous vote.

 

There being no public input, Councilmember Haughey moved to close the public hearing.  The motion was seconded by Councilmember White and passed on unanimous vote.

 

4.

Consideration of Approval:  Annual property tax level.

 

 

RECOMMENDED ACTION:

Approve by roll-call vote the proposed change in property tax level as required through Truth in Taxation disclosure.

 

Councilmember Haughey moved to approve the recommended action, seconded by Councilmember White.  The motion passed on unanimous roll-call vote as follows:

Consideration of Resolution No. 2007-34:  A resolution for the adoption of the budget for Fiscal Year 2007-2008; and declaring an emergency.

 

 

RECOMMENDED ACTION:

Read Resolution No. 2007-34 by title only.

Adopt Resolution No. 2007-34.

 

Councilmember Cooper moved to read Resolution No. 2007-34 by title only, seconded by Councilmember White.

 

Michael Kerski, Community Investment Director, outlined business retention and expansion, work force development, and business attraction positions in the Community Investments Division’s proposed budget amendments.  Under the proposed scenario, Community Investments would add a business attraction position; a business retention and expansion position; funds for jobsite, marketing, and partnerships; and a workforce development program.

 

Council discussed the City’s priorities regarding economic development, and the unique opportunity Flagstaff has to be a part of bioscience development in the State of Arizona. 

 

Some Councilmembers expressed concern that: (1) city tax dollars would be used to fund jobsite marketing partnerships; (2) the impact of a business attraction position on the community is unclear; (3) the Greater Flagstaff Economic Council is better suited for the business retention and expansion position; and (4) the private sector can attract businesses more effectively and is better positioned to partner with private sector groups.

 

Other Councilmembers felt that: (1) the City has been very successful in partnering with the private sector; (2) bringing the programs in-house is an expression of confidence in City staff and will allow for better checks and balances; (3) the programs will go a long way toward addressing the discrepancy between housing and wages in Flagstaff; and (4) Council’s priorities of economic development, housing, and public safety are evident in the budget.

 

Councilmember Kelty requested that a community open house be held in August to present the 2007-2008 budget in detail, highlighting how the Council has heard and responded to citizen priorities in the 2007-2008 budget.

 

Councilmember White moved to amend the proposed budget to reallocate funds in order to include the following positions and amounts:

 

Business Attraction Position

$80,000.00

 

Business Retention & Expansion Position

$90,000.00

 

Funding for Job Site, Marketing, Partnerships

$100,000.00

 

Partnership with Flagstaff 40 for Science Foundation Arizona

$50,000.00

 

Work Force Development Program (External)

 

$127,000.00

Mary Jo Jenkins, Finance Director, confirmed her understanding of the amendment to reallocate the existing appropriation from the Greater Flagstaff Economic Council, and to spend those funds in the manner listed above.

 

Councilmember Cooper seconded the motion.

Councilmember Haughey moved to adopt Resolution No. 2007-34.  The motion was seconded by Councilmember Cooper and passed on unanimous vote.

 

6.      ADJOURNMENT
