Flagstaff Sustainability Program
The City of Flagstaff was recently awarded $587,100 from the Department of Energy's Energy Efficiency and Conservation Block Grant, as part of the American Recovery and Reinvestment Act. These funds will assist the Flagstaff Residential Energy Efficiency Program in completing 550 residential energy efficiency retrofits, create and retain 8-12 jobs in the Flagstaff community, save 5 million kilowatts of energy annually, offset 5,446,875 pounds of carbon dioxide annually and save $195,000 in utility bills annually.

The Energy Retrofits include two tiers of service that are available to Flagstaff residents:

  • Tier I services might include installation of: carbon monoxide detectors, compact fluorescent light bulbs, high efficiency water fixtures, insulation of first five feet of hot water heater line, HVAC filter replacement, weather stripping and caulking. Educational tools and methods will be provided by trained and certified Energy Conservation Corps crews. Due to the workforce development component Tier I Services will not be available until early spring.
  • Tier II services might include the implementation of all Tier I services as well as: a comprehensive energy audit to identify the areas of your home that use the most energy, building envelope and duct repair to seal air leaks, carbon monoxide safety testing, furnace inspection and hot water heater insulation.

The following are the eligibility requirements for the Energy Retrofits:

  • Residence is within Flagstaff city limits
  • Legal US resident 
  • Must be primary residence
  • Homeowners and renters who have occupied residences for at least 12 months
  • Renters must obtain landlord authorization
  • Residence is not for sale
  • Utilities must be in resident’s name

      Applications will be available, starting on November 14th at the following locations: City Hall, Flagstaff Public Libraries and neighborhood/community organizations. 

      The Energy Retrofits will be available on a first come, first served basis. Income is not an eligibility requirement. Please note that fee for service is based on applicant’s household income.

      Energy Efficiency Kit Distribution
    • To help reduce energy consumption and lower utility bills in the residential sector of the Flagstaff community, the Flagstaff Sustainability Program partnered with E3 Energy Inc. and HomCo ACE to provide free residential energy efficiency kits to Flagstaff residents. More than 200 energy efficiency kits were distributed to residents that attended on of five informational workshops held throughout the Flagstaff community. The thirty minute workshop highlighted the safe installation of the kits as well as the benefits of energy efficiency in the home. Kit items included: felt and vinyl weather stripping, outlet gaskets, acrylic caulking, caulking gun, and low flow adapters for shower and faucet.

      LED Holiday Light Swap
    • To help reduce energy consumption during the holiday season, the Flagstaff Sustainability Program partners with HomCo ACE to provide energy efficient holiday lights at a discounted price to community members. In 2008, over 40,000 traditional incandescent lights were “swapped out” for the more efficient LED holiday lights. The estimated energy savings is more than 2,636 kWh of energy, saving more than 2.1 metric tons of carbon dioxide emissions for each month of use. The 2009 LED Holiday Light Swap takes place at HomCo ACE on East Butler Avenue. Residents can swap incandescent lights for more efficient LED lights beginning on November 17, 2009 - until supplies run out.


      Compact Fluorescent Light (CFL)
      In 2008, the Flagstaff Sustainability Program distributed 5,000 compact fluorescent light bulbs throughout the Flagstaff community. An estimated 69 metric tons of carbon dioxide emissions will be saved from being released into the atmosphere. The lights will also save residents collectively more than $48,000 in energy costs over the life of the bulbs.

      APS has partnered with the City of Flagstaff’s Sustainability Program to help reduce Flagstaff’s greenhouse gas emissions, while providing the community an opportunity to take some simple steps to save energy in their homes. One of the easiest and most affordable of these steps is to change out inefficient incandescent light bulbs with energy-efficient compact fluorescent light (CFL) bulbs.

      The Flagstaff Sustainability Program received 500 compact fluorescent lights (CFLs) through a grant made possible by APS. The lights will be used in a lighting retrofit project in Flagstaff low income housing units. In collaboration with the Flagstaff Housing Authority the lights will be placed in Clark Homes. In addition to the lights residents will receive energy efficiency education and safety information.
