This website provides information on the City of Flagstaff’s update, re-write and re-organization of the City’s zoning ordinance or Land Development Code. Information will be provided on the project itself, updates, announcements, and meeting schedules. Once completed, draft sections of the revised zoning code will be available for download and review. This site also offers an opportunity for the community to provide feedback and leave opinions via our Blog.

Charrette Summary Report and Zoning Code Update Presentation – December 15, 2009 at 5:30 pm in the City Council chambers.
At this work session Daniel Parolek (the planning consultant on the zoning code rewrite project) described the status of their work so far on the Form-based Code for the Downtown and surrounding area. The presentation also included the following:
Dan Parolek – Overview of the final Charrette Summary Report – Our Flagstaff
Dan Parolek – Review of Form-based Code components and sample pages from each component.
Roger Eastman (City staff) – Review of progress on the zoning code thus far, including the final Table of Contents, style sheet, progress on drafting code sections, etc.
Roger Eastman (City staff) – Overview of next steps and the preliminary schedule for public educational forums, work sessions with Planning and Zoning Commission and City Council, and public hearings.

DRAFT Schedule of Public Education Forums, Work Sessions and Public Hearings

Important dates to remember are:
January 13, 2010 - Planning and Zoning Commission work session on the content and structure of the new zoning code.
January 26, February 9 and March 9 - City Council work sessions to review the recommendations from the Zoning Code Focus Groups
June 1, 2010 - Release of the Public Review Draft of the new zoning code
August, 2010 - Anticipated schedule of public hearings on the new zoning code by the Planning and Zoning Commission
September, 2010 - Anticipated schedule of public hearings on the new zoning code by the City Council.

Design Charrette October 5th – 9th, 2009
The Design Charrette for the focus area where a Form-based Code was applied (Downtown, Southside, Old Townsite and north of downtown neighborhoods) was held from October 5th – 9th.
The design charrette provided a unique opportunity for the residents of the Form-based Code, focus area as well as interested citizens of Flagstaff, to engage with the planning team to create a vision, plan and future Form-based Code for this area of Flagstaff.
Important decisions were made over the course of the charrette week, and many citizens, elected and appointed officials and City staff offered their ideas, opinions and suggestions. Throughout the week more than 430 people participated in the design charrette, and by all accounts it was really successful.

Zoning Code Focus Group Final Report Now Available
The 11 Focus Groups established as a forum for citizen participation in the update to the City's zoning code have completed their initial recommendations. Over the course of 56 individual meeting Focus Group meetings, Flagstaff residents offered numerous insights into the problems inherent in the existing Land Development Code, and made numerous suggestions for improving the new zoning code for the City. These suggestions and recommendations have been compiled into a report that has been forwarded to the City Council, staff and the consultant planning team. This report may also be viewed on-line. Why are we updating the zoning code?
We are updating the zoning code because it is complicated, disorganized and hard to use, and it does not always produce the type of urban form or development as promoted by the City of Flagstaff Regional Transportation and Land Use Plan. The complexity of the current zoning code (Land Development Code) makes it difficult for property owners to easily identify what is allowed to be built on a given property. Thus, developers often find it hard to create quality development in Flagstaff. Further it has been determined that the cumbersome and nature of the zoning code is a contributor to the high cost of development in Flagstaff. Learn more here!
Adopted general plans such as the Regional Land Use and Transportation Plan (Regional Plan) express the Flagstaff community’s vision. Zoning is the legal means of implementing adopted plans. The Zoning Code Update for the City of Flagstaff seeks to bridge the gap that exists between existing zoning in the City and the Regional Plan. The Regional Plan is currently also being updated. On January 6, 2009, the Flagstaff City Council approved a contract with a team of consultants lead by Opticos Design Inc. to provide professional services for the purpose of restructuring and redrafting the existing City of Flagstaff zoning ordinance to create an innovative and integrated zoning ordinance based on Smart Growth principles.
