Cinder Lake Landfill Fee Schedules
New Tonnage Increase
Beginning December 1, 2012 Cinder Lake Landfill Tonnage fees increase 5%. This 5% rate increase was approved by the Flagstaff City Council in 2007 for a 5 year period. The new fee per ton = $41.67 + $0.25 (ADEQ fee) for a total of $41.92 per ton.

City Residents
Flagstaff Residents who pay for City Water and Refuse Services may enter the landfill free of charge with the following restrictions:
  • Up to one pickup truck load of solid residential waste 
  • You must provide a current printed copy of your water bill and driver's license
  • Residents without a water bill and driver's license will be charged as a Non-resident

  1. So long as City resident pays for City Utilities/Solid Waste services.
  2. Proof is required. Acceptable proof is a current and printed City of Flagstaff water bill and a valid ID to match.
    • If you live in a residence such as an apartment complex and utilities are included, evacuation fees are applicable b/c you are not directly paying for City services. 
    • If you receive paperless city billing/online city billing, you must print out your online City of Flagstaff water bill and bring it with you, otherwise you will be charged applicable evacuation fees.
  3. Evacuation fees are applicable if current City of Flagstaff water bill and ID are not given at time of transaction.
Per Window Hotel/Motel sized AC Unit for evacuation. 3,5 $63.00
Per Commercial/Business Unit Evacuation Fee4,5 Units are evaluated by Hazardous Products Center (HPC) staff that are EPA Certified Technicians. Cost is based off of type and amount of refrigerant in unit. Please call (928) 527-9005 for more information.
Unsecured load charge (not tarped/tied down) $20 or the scale tipping fee of $41.92 per ton + $20.00 for the unsecured load
i.e. washers, dryers, water heaters, and refrigeration units already evacuated.
Household units are household refrigerators, household freezers and small household AC units containing less than 5 pounds of refrigerant. Units must be free and clear of debris / food and taped / tied shut where applicable.
Hotel/Motel window AC units are approximately 3-4 feet in length x 1.5 feet high x 1.5 feet in height and fit in windows only.  
4 Units are evaluated by Hazardous Products Center (HPC) staff that are EPA Certified Technicians. Cost is based off of type and amount of refrigerant in unit. Please call (928) 527-9005 for more information. Unit may require completed paperwork and an appointment for disposal through the Hazardous Products Center-Small Business Waste Program. Units must be free and clear of debris / food and taped / tied shut where applicable.
5 If you have a unit evacuated elsewhere (not at the Landfill), you must submit an Appliance disposal form if you intend on disposing of the unit for metal recycling at the Landfill.
  • Per unit appliance fees are still applicable when an Appliance disposal form is submitted to Landfill staff.
  • If an Appliance disposal form is not submitted to Landfill staff with the "evacuated unit", additional charges will apply.


    County Residents / Non-City Residents

    Coconino County residents and Flagstaff residents that do not pay for City of Flagstaff water and refuse services will be charged the following fees to use the landfill:
