All devices must be EPA WaterSense® certified.
New toilets must replace existing toilets that have a higher flush volume than the new toilets.
You must be a current City of Flagstaff water utility customer.
Submit the application, receipts, photos, and documentation via email at SaveWater@flagstaffaz.gov or by mail to the address at the bottom of this webpage
Forms must be filled out completely; signed and dated. (Electronic signatures are acceptable)
Submit legible receipts
Submit clearly labeled photos of the old and new toilets, preferably in their installed locations
Submit photos of the date stamp inside the tank of the old toilet, or photos of the printed gallon/flush quantity on the outside porcelain near the seat cover
