Planning & Development Services
City Hall is officially opening to the public on September 14, 2020 between the hours of 10 am and 2 pm.
The Community Development Front Counter will be open for business during this time. There will be limited staff resources on site so please consider making an appointment before you come to City Hall. Staff will continue to work with customers remotely as much as possible by limiting in person meetings.
We strongly encourage that permit and plan reviews continue to be submitted through our electronic process to ensure timely reviews.

Public Safety Development Fees
The City of Flagstaff assesses a one-time fee on new development to help fund a proportionate share of the cost of public safety infrastructure needed to serve that development. These fees are dedicated strictly to police and fire services and are collected by Planning and Development Services when building permits are issued.
Land Use Assumptions & Infrastructure Improvement Plans
As is required by state law the City must update is Land Use Assumptions and Infrastructure Improvement plans every five years and adjust the development fees as necessary. The existing Public Safety Development Fees were adopted in 2014. The City Council adopted a new Land Use Assumptions, Infrastructure Improvements Plan and Draft Development Fee Report on April 7, 2020.
Public Hearing
Notice of Public Hearing Notice is hereby given that in accordance with Arizona Revised Statutes (ARS) 9-463.05 the Flagstaff City Council will hold a public hearing on September 15, 2020 at 3 pm to present information and discuss the following:
- Proposed City of Flagstaff Public Safety Development Fees as related to the revision to the current development impact fees for Public Safety (Police and Fire).
- A report titled Land Use Assumptions, Infrastructure Improvements Plan and Development Fee Report dated November 3, 2020:
Filing Comments
Interested persons may file comments in writing regarding the proposed development fees or be heard at the hearing date herein set forth. All City Council meetings are held in the Council Chambers of City Hall:
