Owner-Occupied Housing Rehabilitation

Coconino County, in partnership with the City of Flagstaff, has now expanded the Owner-Occupied Home Repair Program to include county residents.

Program Overview

Low-income residents who own their own home are often unable to set aside the resources to maintain it. This leads to cumulative disrepair that can affect the health and well-being of those dwelling within, the feel and vitality of the neighborhood, and the stock of potentially affordable homes available to future residents. To address this issue, the City of Flagstaff administers the Owner-Occupied Home Repair Program. This program is voluntary and available to owner-occupied households meeting the following eligibility requirements:
  • Your home must be owned by you and be your primary residence
  • Your home must be within the city limits of Flagstaff, or within the boundaries of Coconino County (excluding tribal lands)
  • Your home must have health and safety hazards
  • You must meet household income guidelines

How to Apply

Fill out an application and return to the City of Flagstaff with all relevant documentation. Click here for a printable application, pick one up at City Hall Housing Section, or call 928-213-2750 for one to be mailed to you.

How It Works

Assistance is provided through no-interest/no-payments loans, that will become due only in the following circumstances:
  • You sell the home
  • You no longer use the home as your primary residence
  • You default on mortgage/tax payments and the home is confiscated or title on the home changes in any way
  • You refinance for cash out (refinancing solely for a lower interest/payment rate is acceptable)
    • Coconino County is offering forgivable loans based on the loan amount and time

  • Roofing
  • Handicapped accessibility
  • Heating system
  • Plumbing
  • Electrical Wiring
  • Aging in place needs
