NOTICE OF PROPOSED NEW OR INCREASED FEES 

FOR BASE CONTRACT ANNUAL RATE INCREASE AND 

NON-CONTRACT RATES FOR FIRE SERVICES UNDER FLAGSTAFF CITY CODE

 

The City of Flagstaff hereby gives notice pursuant to A.R.S. § 9-499.15 that it proposes to adopt new or increased fees related to contract rates and non contract rates for fire service in County Islands and other unincorporated property under Flagstaff City Code Section 5-01-001-0001.  The proposed new increase to the contract rate is set forth below as well as a new method for calculating non contract rates. 

The City Council will consider an Amendment to Flagstaff City Code Section 5-01-001-0001 on the following date and time:

First Read of the Proposed Amendments to the Ordinance:

Tuesday, October 16, 2018, at 6:00 p.m.

Second Read of Proposed Amendments to the Ordinance:

                        Tuesday, November 6, 2018, at 6:00 p.m.

The increase in the base fee and the new method for calculating non contract fees may be approved by amending Flagstaff City Code Section 5-01-001-0001.  The City Council may approve, disapprove, or modify the proposed new or increased fees.

The Flagstaff Fire Department is proposing setting the annual increase at set rate of 2% and not based upon the consumer price index for all Urban Consumers using the U.S. City average which fluctuates. 

The Flagstaff Fire Department is further proposing that non-contract rates be an hourly rate based upon the average hourly full burden rate of a three person Engine/Water Tinder company (current salary for top step Captain/Paramedic, Engineer/Paramedic, Fire Firefighter/Paramedic) plus the hourly cost of the unit based upon the current cast set forth in the Arizona State Fire Agreement contract with the City of Flagstaff. For a Battalion Chief (BC) it is the hourly full burden rate (current hourly for top step) plus a flat rate for the vehicle based upon the rate in the current Arizona State Fire Agreement with the City of Flagstaff. 

The ordinance previously calculated the non contract hourly rate based on the Fire Department's current operating and maintenance budget, divided by the number of alarms for the preceding calendar year.  The City shall have the ability to keep the existing rate in place when rate increases or decreases do not exceed ten percent (10%) and to round costs to the nearest whole number.  A one hour minimum will be assessed for all but false alarms.  The City may establish on an annual basis a reduced charge for a single unit response for emergency medical services (“EMS”) incidents or other emergency responses not requiring a full complement of fire department response units.
