Notice of Proposed Property Tax Increase

NOTICE OF PROPOSED TAX INCREASE

(PRIMARY PROPERTY TAX RATE)

Pursuant to A.R.S. § 9-499.15, the City of Flagstaff hereby gives notice it may raise its primary property tax rates over last year’s tax rate.

The current budget proposal does not include an increase in the tax rate. This notice only provides City Council the ability to discuss and possibly direct an increase in the tax rate during the April Budget Retreat on April 27-28, 2023. This meeting is open to the public and will be located at the Aquaplex. At this time, no decision has been made by City Council if they will increase the primary property taxes or how much primary property taxes will be increased.

A schedule of the proposed increased tax rate and the written report or data that supports the proposed increased tax rate are attached (scroll down).

Should the City Council provide direction to increase the primary property tax levy (revenue), the City will follow the Truth in Taxation hearing requirements pursuant to state law, and will publish and post a notice of a public hearing to be held at the following date and time:

Annually property taxes must be approved by ordinance. A first reading of an ordinance to approve the primary property tax rate set by Council may occur at a public meeting of the City Council on Tuesday, June 20, 2023 at 3:00 p.m. A final reading of the ordinance may occur on Wednesday, July 3, 2023 at 3:00 p.m.

By posting this notice up to the maximum allowable, it provides City Council with the greatest flexible in deciding the City’s property tax levy (revenue) for FY 2024 Budget. Without posting this notice, the City would not be able to consider a primary property tax increase for the FY 2024 Budget. The maximum allowed levy is $7,133,686 at a rate of 0.6954 to $7,748,837 with a rate of 0.7180.
